SciTech was one of the prime contractors selected for a five-year task order contract (1998-2003) to provide a broad range of technical and administrative support to the Research and Technology (R&T) Directorate of Edgewood Chemical Biological Center (ECBC). Through year five of the period of performance, 26 major tasks were awarded with a value exceeding $5 million, and encompassed virtually every level of basic and applied research as well as programmatic elements of ECBC.

This contract was re-competed as the "ECBC R&T Directorate Task Order Contract" and SciTech was selected as one of the prime contractors for a five-year award (2002-2007). The objective of this contract is to provide the ECBC R&T Directorate with research, development, technical management and administrative support for the execution of its assigned programs in basic research and exploratory development. Other U.S. Army Research, Development and Engineering Command (RDECOM) elements, as well as other government agencies supporting the mission of RDECOM, may at times have a need to use this contract. This effort encompasses a broad range of services to include: analytical development of methodology and analysis/characterization of military and environmental samples; synthesis investigation; nuclear magnetic resonance (NMR) studies; toxicology; veterinary services; environmental technology; target defeat; non-lethal studies; aerosol technology; smoke/obscurant studies; morphological investigations of bacteria and other biological materials; microbial taxonomy; biosensor, immunoassay, nucleic acid-based assay and sample preparation research, development, testing and evaluation (RDTE); biomolecules for decontamination, biomanufacturing, signal processing, detection technology studies, chemical neutralization studies, respiratory protection studies, collective protection studies, catalytic reactor design studies, temperature-swing adsorption (TSA) studies, characterization of adsorption materials, surface analysis, fundamental studies and applications of regenerative air purification, modeling and simulation, operations research studies, artificial intelligence and management studies.



Toxicological Evaluations (Behavior of Surfactants)   top
SciTech is conducting scientific research for the Edgewood Research, Development and Engineering Center (ERDEC), now Edgewood Chemical Biological Command (ECBC), to obtain fundamental data on the behavior of surfactants in mixed aqueous/organic media by performing chemical and physical measurements. SciTech is developing liquid systems which can readily dissolve and remove organic environmental contaminants.

Chemical, Biological Individual Combatant Simulation Systems (CBICSS)   top
SciTech was tasked to provide an integrated simulation system that represents the individual combatant in a chemical-biological environment with the required fidelity to enable the effective application of simulation based acquisition. The intended use of this Chemical, Biological Individual Combatant Simulation Systems (CBICSS) will be to support the down-select of individual protective mask options in the Joint Service General Purpose Mask Program.

SciTech was tasked to provide an integrated hardware/software hybrid system of the Advanced Technology Demonstration Simulation System technologies to demonstrate the system in the Battle Lab Warfighting Experiment (BWLE).

SciTech is providing technical support to implement lightning protection procedures for igloos which contain chemical weapons at Army storage depots at Blue Grass Army Depot, KY, Anniston Army Depot, AL, and Umatilla Army Depot, OR. SciTech technicians supplement Government technicians in executing the work. SciTech has prepared Standard Operating Procedures (SOPs), and training procedures, and has trained Government personnel. SciTech has ordered and procured the required equipment and materials.

Advanced Technology Demonstration (ATD) Simulation Support   top
SciTech performed Advanced Technology Demonstration (ATD) Simulation Support which demonstrates the feasibility and efficiency of using networked point biological sensors to detect and characterize biological attacks. SciTech's objective was to provide the simulation technologies support or analyses of the ATD system and to demonstrate the system in a Battle Lab Warfighting Experiment (BLWE), which is an exit criterion for the ATD.

Programmatic, Technical, and Management Support   top
SciTech is maintaining a full time Environmental Scientist at the Environmental Quality Office of the U.S. Army Edgewood Chemical Biological Center (ECBC). SciTech's scientist provides programmatic, technical, and management support.

Studies & Analysis, Programmatic and Management Support   top
SciTech provided Studies & Analysis, Programmatic and Management Support to the U.S. Army Edgewood Chemical Biological Center (formerly Edgewood Research, Development, and Engineering Center) for the execution of its assigned programs in research and exploratory development. This effort will result in a more effective research and development program that will lead to improvements in detection, protection, and decontamination equipment needed by the warfighter.
